Citizen Lab published an April 23, 2026 report on two covert telecom surveillance campaigns.
The report says the operators combined 3G and 4G signaling abuse with SMS-based device targeting.
One campaign used a malicious SMS with hidden SIM commands to pull location data from a target device.
The tooling reportedly spoofed operator identities and steered traffic through selected interconnect paths.
Cellusys telemetry linked repeated operator identifiers to multi-year campaign activity.
Infrastructure tied to operators in the UK, Israel, China, Thailand, Sweden, and other countries appeared in the traces.
The investigation began after unusual signaling firewall events surfaced in late 2024.
Citizen Lab said one November 2024 target was a high-profile company executive marked as a VVIP.

Notepad++ said on 2026-05-01 that notepad-plus-plus-mac.org is not an official project, according to the report.
The project said the site is unauthorized, unendorsed, and not affiliated with Notepad++.
The operator is accused of using the Notepad++ trademark without permission.
The notice also says the site reused Don Ho's name and biography to appear legitimate.
Notepad++ said it has never released a macOS version; any such claim should still be treated as unofficial at this stage.
Don Ho said he contacted the site owner and is still waiting for a reply.
